Patients have the right to fully participate in all decisions related to their health care. Patients should not be denied the right to communicate with health care providers in confidence, and have the confidentiality of their communications (and their medical records) protected against unauthorized use.
Patients have the right to a choice of health care providers that affords them access to appropriate, high quality health care.
Patients have the right to bring suit against their health plan when the plan denies benefits and that denial results in personal injury or wrongful death.
Patients have the right to a fair and expedited review of differences with their health plans, including a system of internal review as well as external review by independent experts.
Patients have the right to access emergency health care services when the need arises.
